I've never seen it done that way, but with 2 blocks side by side, the plywood would serve as a continuous base for the next level of block. Also helps to start the second row ore level. Styrofoam, for a vapor barrier between ground and block...makes it much easier to remove the blocks because they will not sink in the ground.
