I parked in this area, http://www.santafenm.gov/rv__bus_parking, when in Santa Fe a few years ago. Good location. I arrived early, got a shaded space, walked around town, and came back midday for a nap and lunch before venturing out again.
As for COE camping in Northern NM, I recommend Riana Campground at Abiquiu Lake.
