I read that link and have a question. Does that mean you MUST become a resident if you live there 90 consecutive days or that you CAN become one? If you lived in CO for 91 days and another state for 300+ days I would think that the 300 day state would expect you to be a resident of it.

It is not evenly enforced in this area right now because of the influx of oil patch workers.
In past years when we lived here before it was enforced though. The cops checked the parking lots of local manufacturing firms for out of state plates. If they saw them in the lot for a while they would stop you to make sure you knew you had to get CO plates. In fact they stopped my wife twice in 60 days. The second time she had the plates in the car and told the cop she was on her way home to put them on the car.
The town is much larger now and I don't think they do that anymore.
If they get a complaint they will talk to you though.
Why would someone complain? Because plate fees for a newer motor home are very high. A new $100,000 motor home would cost well over $1000 for a plate. (The fee goes down each year). A guy paying that kind of money may very well feel that a neighbor with an out of state plate should pay his fair share.
