So SafeGuard is a 3rd party tire warranty company, with a not so good ratings, 1 star on yelp, 1.5 stars on yahoo, 123 BBB Complaints in the last 3 years, it is no wonder they won't pay on the tire replacement. The majority of the complaints are finding excuses not to pay for a replacement tire, or not refunding any money after the policy is cancelled. While I have a felling this was one of those package deals when you bought your RV, always research companies before you sign up with them. I am not sure why GS should have to do anything, you have a receipt, you should be able to turn it in and get reimbursed. I had one through Wholesale Warranties, filled out a form, attached a copy of the receipt and they sent me a check. They never asked for anything from AAA who changed it.
