With all due respect turtle-toad, we are only getting one side of this story and we all know how communications between two people who don't know each can be screwed up. You may have thought you heard it one way (and maybe you did - not saying you didn't), but the dispatcher may have said something similar but not exactly what you thought. Phone conversations can be iffy at best.
Maybe it's best to "record" the entire conversation....if possible.
