I just got off the phone with Mark, the Rapid Response Coordinator for Good Sam. Good news, they are going to reimburse me for the tow that I had to pay out of pocket. They also extended and upgraded my membership and offered an apology.
Mark agreed with me (and most of the comments here) that what we went through was totally screwed up. He stated that company policy is once you call them and let them know what you need and where you are, you've done your part. It's then up to the operators to find a tow and get your rig where it needs to be. It doesn't have to be an 'in-network' tow, and it isn't your responsibility to track down a tow company. Also, there is nothing that says that calling on the police for assistance voids your coverage. Just the opposite, for example, if you're blocking traffic and the HP hires a rig to get you out of the road, they pay for that; plus whatever towing needed to get you to a repair facility. He is going to make sure that all operators know this!
He also stated that there are rules in place (and enforced) that say tow companies shall be paid within 15-30 days of submitting the invoice. And when he heard that the tow driver (and owner of Steve's Towing in The Dalles, OR.) told us not to worry about settling up until the following day; he is going to actively recruit that company for their network. People like that are hard to find.
In closing if you need road service, it looks like Good Sam IS worth the money. And if you need a tow in The Dalles, Oregon, call Steve.
