Progressive won't pay to have it repaired at the side of the road. They will tow you to a place that can repair it for free, but you have to pay the shop that does the actual repair. I think the OP got lucky, I was out with someone who has Progressive and they were charged labor to change a tire, $145 as there was a minimum 1 hour, which is about what it took him, and that included a new valve stem. I am not sure what he was charged for the tire.
