It sounds like there are two issues being discussed, the timeliness in providing help and who is responsible for paying the cost for that help.
On the timeliness issue it appears GS fell very short compared to Progressive.
As far as the responsibility for covering the cost, this wasn't a tire change but a repair and according to the road assistance agreement the owner is responsible for paying the cost of parts and labor. That's the letter of the agreement. And while the labor involved probably would have been equivalent to the labor invovled in a tire change (maybe less) it wasn't a tire change so technically the owner is responsible for the labor cost.
