Is that a repair that should be charged for separately or is that something that is included in the charge for recovery service?
Your example falls under Safety in Towing and is not a repair nor would it be billed as one. There are few towing companies that would risk towing the trailer, wheels down, with a broken shackle, BTW. They have other equipment for that situation.
I have some empathy for the MH owner because his fix to get going again was minor but it doesn't dissolve the contract of his assistance agreement. IMO, part of RV'ing is preparation and that could involve having the proper tools or gear for a simple repair or having a RAA that covers those repairs.
My feeling is that this first event is only the tip-of-the-iceberg for the OP and his 13 yr. old MH.
