Any insurance company will be glad to handle the transfer AND funds for refund of unused portion for you. Hopefully you'll find one that cares for customer service as much as they do collections.
In the meantime, call the claims phone #. The one you call when you have an accident. See how fast they respond too. If you can get through quick with them that way, tell them you need to be transferred to the correct department and to not blind transfer, but stay on the line with you until you are speaking to the right department.
