I think you are blowing this up a bit. My bet is there is a price on that stuff somewhere. But if you are right it's still not anywhere near fraud. It may be just a smarmy attempt to get people to sign up without shocking them with the price, which may not be strictly ethical but certainly not criminal.
Or...it could be an editing and printing mistake by the company that produces these...their advertising company, or it could be that the one piece flyer with the price on it in bold print that made it into 1 million other envelopes didnt get into yours. (This is common)
There are other possibilities that may have nothing to do with any bad intent on the part of GSE.
The simple fact is you could have opened the envelope and thrown it directly in the trash...where in my view all unsolicited mail belongs, and been done with this.
