Your contract with them does NOT cover bringing you out a new tire.

So....they are acting as an intermediary for you to find a company that will do that for YOU. They are adding a sur-charge for making those arrangements......OUTSIDE of your contract, where you pay not only for the tire but for the service call too.
If it was a Sunday, you are lucky you found anybody to come out at all.
You can solve your own problem by carrying a spare.
THEN your GS contract WILL apply.
