Okay so your complaint is the unanswered phone the first time and that is not good and should be addressed by GSRA but it appears you have complained 4-5 months to late for GSRA to really do anything about it even if they can figure out what happened on that particular day.
After your call the second time They did respond to you situation and after locating an appropriate service facility that would change the tire for you they told you how long it would be. You refused the service.
I am sorry your were inconvenienced having to call back the second time but not everything is absolutely perfect in this world and the day you had your flat the phone was not answered appropriately.
