under those specific conditions, I would expect you to be billed for the tow (or the mobile mech if they allow you to choose).
I believe the detailed terms for both Good Sam and Coachnet say that you're entitled to one covered service per event. Meaning if you first request a mobile mechanic instead of a tow, and then the mobile service can't fix it, then the towing would be on you, since you already used up your one covered service for that same event. Unless the mobile mech agrees to waive the initial response fee since they couldn't fix it.
You shouldn't agree to a mobile mechanic unless you personally speak to them first, describe the details and are confident they can fix it roadside. Otherwise go for the tow immediately.
This subject has come up before when folks who never read the terms of their policy were surprised it didn't cover anything and everything.
(I carry GS and CN both and have used both on several ocassions)
