This is not really true but you miss entirely the salient point: If those tow companies were required by contract to respond and they can be and should be then this argument holds no water. Once again it falls on GSE who is a party to that contract and probably wrote it.
If their contractors are required by contract to respond and are not doing so there needs to be some serious discussions with them and move to their competitors.
No matter how you slice this the fault it seem to me lies firmly with GSE.
The one thing that would go a long way to resolving this issue for the customer is for GSE to engage in Full Disclosure of their contract terms with the third party who operates the road service for them (minus financial details of course).
In the contract with either the third party operator or the tow companies are the tow companies REQUIRED to Respond to all calls by GSRSA?
Are there penalties for not doing so?
Are there incentives built in to the contract for the Tow company for unusual circumstances?
There are many questions that would enlighten us and inform and raise our confidence without giving away details of a competitive nature.
