Emergency Medical Evacuation from Inadequate to Adequate medical facility while traveling is available with both Good Sam TravelAssist and Good Sam TravelAssist Premier. If you were traveling, the Home Hospital Evacuation benefit would not apply.
The Emergency Medical Evacuation benefit would take you to the nearest medical facility (to the inadequate hospital) that would be capable of fully treating the condition.
