I could be mistaken, but I don't think Good Sam has an enforcement army that can force that tow company to remove the Good Sam Logo. I suppose they could mobilize their legal eagles to go after them with cease and desist demands, but that is probably spending good money chasing bad since Good Sam/Allstate dispatches the services for ERS, you don't go looking for tow companies on the internet and expect to be reimbursed. It is a little like campgrounds that have an old Good Sam logo sign fading somewhere on their property, even though they are no longer Good Sam Parks. It just isn't worth the time and effort to try and force them to take it down and put it in the dumpster.
