I may be wrong, but I am convinced that the GSRA call center is not owned or operated by Good Sam Enterprises.
After reading so many of these complaints, and the few op's that do come back and tell us what happened, it seems clear that GSE had farmed this out. Which from a business standpoint makes sense, but only if it is not ruining the company reputation and causing problems for your customers.
I have asked this question numerous times on this forum of GSE and they dodge the question. Allstate puts the information right on their web page stating: "Our Road Service call center is owned and operated by Allstate" (paraphrase)
It would not surprise me to find that the vast majority of the issues seen on this forum originate in the call center.
