I have ran several forums using a couple different types of forum software and was able to host pictures. The biggest issue with it is that you have to have more webspace to host those pictures. They add up. Even if you limit the size down to 100k, it won't be long until you have some major bandwidth movement. You will have to pay to be on bigger and dedicated servers and etc.
But I do believe it's almost better to have people put their own pictures on places like photobucket, flickr and the like and then just usage the image link icon on here to pull the image. Much less strenuous on the server that the forum is residing on.
