The 11.97 price includes the 4 free issues. Normally, a year of TL is $17.97. So this promotion is as follows for Trailer Life Magazine:

4 free issues
OR
12 issues: $11.97 (normally $19.97)
24 issues: $19.97(normally 29.97)
36 issues: $25.97(normally 39.97)
