Sent paper in for refund

Same issue with refund here. Purchased Camper Trailer June 10, 2017, canceled all extra add-ons(Extended Service, Roadside, Tire & Wheel, and GAP)that were not included in the promotion in writing per each contract in less than the 30 days. Services were all canceled. As of today still no refunds. Georgetown, KY CW Dealer/Finance says out of his hands but 'They' will cut a check for 100% refund. I've not been able to find out who the 'They' contact person is. While waiting for 'They' to cut the check I am paying 5.74% interest since June on the costs of services I don't even have. Can someone offer some help, please?
