If it is the "service" number, then it seems all the subscribers have a big problem; much bigger than not getting a new card.
Why not just call it if your interested?
BECAUSE:
1) One doesn't get much information from a busy signal.
AND
2) If that IS a service number for something, they should be handling customer service needs and not answering curiosity calls.
