It's because they use an outsourced business to do the printing. Plus, they use the cheapest form of mailing to send it. I had trouble receiving my Life Member cards a couple years ago. What I was told then, was that the transmission from GS to their printer malfunctioned/didn't send or something to that effect and my information was not included in the batch. It went through another transmission and was printed fine then. So that tells me that they must send a transmission periodically (weekly?) to the printer and then the printer is responsible for the printing and mailing. And at the rate they are mailing it, the post office could be sitting on it somewhere as it goes about to the bottom of the barrel.
