What exactly does Road Assistance Pay for
If there is a suspension failure like springs, hangers or bearings. Does Good Sam Road Assistance pay for anything or do they simply arrange to have someone show up?

I think your splitting hair in the definition. "assistance" means they will come out and assist you or tow to nearest repair center if your vehicle has a problem. They don't call it roadside assistance and "repair". I've had the plan for years and thankfully I have never needed them, but I think I know what to expect if I do.
