I think that it's not a matter of finding one, rather finding one who will accept the rates that GSRSA will pay. It's the same reason some doctors dont do some insurance companies or workmens comp claims.
Another reason could be that no one had the right equipment available at the time. Trucking companies who pay well for roadside services to keep their trucks on time is who you are really competing with. And they will get serviced first.
