Did you check air filter?
Could be catalytic converter.
I drilled two 1/2" holes right before the muffler to relieve pressure if the cat was clogged and it didn't change. It has 19" of vacuum at idle. I used a vacuum pump to check the egr and a smoke machine to check for vacuum leaks.
I took the air filter out completely and same problem.
I just pulled the fuel pressure regulator apart again and didn't see anything. Still same problem.
