I moved the fuel pressure gauge just before the throttle body and didn't go through it and I have 50+ psi. I was testing with a adapter that I had mounted where the filter is on the frame rail before.
Not sure what it could be in the regulator as there are not that many parts in it and I just put the rebuild kit in it.
I'm going to get the regulator in the morning and see what happens.
That was going to be my suggestion. I know a couple of others mentioned it, but there's nothing else in the loop - has to be the regulator. I assume it's TBI so fuel pressure needs to be significantly more than 5 PSI. Good luck and post back with your results!
