Get a 12 volt test light. It is easy to use to many trouble shooting procedures.
Did you tap it with the ignition switch held in the start position?
Do you have a heavy piece of insulated wire about six inches long? If you hold one stripped end to the post where on the photo has the rubber cap to the bare large post the starter should engage.
