If you don't hear that start relay make a solid "clunk" when you turn the ignition to the start position, then you are not getting voltage to it, or it's coil is open.
Your observation of the dash lights that come on with the battery disconnect switch, is indicating that the batteries are being activated as they should.
The lack of a click or clunk when you turn the ignition to the "start" position indicates that no voltage is being sent to the starter relay. Only a meter would tell us if this is true.
