The 06 HR Sceptor, much the same as a Dynasty would need new tires at that price if not new. I would not want a NoCold 1200 in a slide.

No I would not pay $10K more for a 8 year older MH with 90K more miles than the HR.
The Sceptor is not the HR equivalent to a Dynasty. That would have been the Imperial. Sceptor is more in the Camelot category. The biggest concern with the Newell for me would be all the appliances and electronics are getting close to their 20th birthday, same with all the plumbing and electrical systems. And don't forget the belts and hoses on the engine. Replacing them could be a big expense.
