I would check the air filter first, on the early f53 chassis it was common to plug the air filter when driving in the rain. The most you could get is 20-30 mile per hour until you either remove it or replaced it. There may be a mouse nest in the air intake tube. Ford has a replacement intake assembly to stop the rain problem.
