You are right to be suspicious! Run away!!! You can junk the RV for no cost, or if you want it, you can fix it for a lot less than those crooks want.
Just got new back tires for ours in January. Total cost including tax for four new back tires installed (KumCrugen sp? H51s LT 215/85R16 size) $774.96 Can. or about $581 US. They are not Michelins, but they are plenty good enough for this job.
IMO go to a real tire shop. Same with the brakes. Take it somewhere else and get a LP gas certification for the RV--they will advise what needs to be done there if anything.
Bleach kills mould. Try that first. Put some in a Windex type spray bottle and spray away. There must be a leak in the roof to get water damage in the walls. You can reseal the roof edges and end caps your self if you are handy at all.
