1999 Holiday Rambler Endeavor 5.9 cummins won't crank.

-Yes, the shift pad is lit up like normal.
-I bypassed the battery switch and that did not change anything.
-Tested ignition switch, it checks out good.
-The batteries have all been tested, cables checked, etc. Everything is good.
-I don't know how to bypass the neutral safety switch on this.
-I took the trans keypad off to see if it has any fuses;it does not.
Can anyone here describe how to bypass the neutral safety switch? Mine is an Allison MD3060.
