LOOKING good means virtually nothing when it comes to a 12 V DC cable connection; neither does "feeling tight". The connection points must be taken apart, cleaned shiny clean and re-assembled tight.
Something like half of the people with a problem like you have ends up kicking themselves for wasting money on things like starters.........
Then,the batteries can be weak or have an internal connection going bad and still pass all the "tests".
Have you tried jumping from another set of batteries ??
