The breaker will trip when it get's hot enough. Circuit breakers are thermal / magnetic units. The thermal portion handles overload. The magnetic portion activates on a short.
If your breaker is in a panel with a high ambient temperature and sandwiched between other breakers that are also supply high current loads that portion of the panel will get rather warm. This added ambient heat can make the breaker trip easier. And yes, 27 amps is a pretty stiff load for a 30.
