You can take any RV and plug it into any pedestal WITHOUT A GROUND CONNECTION and the RV chassis is going to go "Hot Skin" UP TO 1/2 X 120VAC or 60 VAC to EARTH. This is because of a CAPACITATIVE coupling between HOT TO CHASSIS and NEUTRAL TO CHASSIS. It is just the nature of the beast when it comes to having GROUNDS that are allowed to float because they lack a connection to the pedestal grounding.
