I am assuming you have a 15A GFCI protected circuit that you are using an extension cord to the 15/30A adaptor. So,
It is normal to have a voltage difference between a NEUTRAL wire and GROUND wire IF IF IF there is a lot of current OR a lot of resistance in the NEUTRAL wire.
Two volts seems excessive BUT it would indicate a problem exists in the house wiring to the GFCI from the house wiring, not at the RV.
On edit:
1): Measure from the NEUTRAL to EARTH
2): Measure from GROUND to EARTH
