We had the same issues (hot skin) with a removable shore power cord. Turned out that the earth ground inside the rv had broke and was causing the hot skin issue. From what you have described so far, it sounds like your green or bare wire is broken somewhere between where it attaches on your rv and the shore power plug. If the ground is wet, take the volt meter and put the red lead on your door metal and put the black lead into the ground. (yes the dirt). If it is a bad earth ground (which I suspect), it will show voltage in the range of 15 to 50 volts. Be aware this is a serious danger.
