I went back and retested the RV GFI NEUTRAL to EARTH GROUND and this is what I found.
-When connected to RV GFI NEUTRAL and EARTH GROUND, As I turn lights, tv, fan, etc on inside the RV, the volts on the Multimeter increase little by little from .5 with nothing on, to 2.0v with lots of things on.
