Did you check for voltage?
Verify that the ground is connected on the battery!
The small posts on the disconnect relay should have 12 volts momentarily to operate. The switch reverses polarity to disconnect.
Here is diagram of disconnect relay. Yours may not have the fuses.

When connected there should be battery voltage on both sides of the disconnect. Measure this with shore power disconnected so you don't get confused as to what voltage you are reading.
