Still sounds like a dropped wire or bad coach battery disconnect.
You can't remove the bird function (actually part of the main board) of either an Intellitec or RV-CP BCC of that vintage very easily.
His problem, can't be a bad house battery disconnect if he (as he reported) doesn't even have 12V across the batteries in a static condition. The disconnect would not yet be in play.
The disconnect would be a good suspect for all the other symptoms.
