Yeah, with your other symptoms it sure does sound like an ignition switch to me. Its the only place where those circuits come together. That era ignition switch was not exactly fault-free. However if you have tilt-sterring, sometimes the linkage rod develops play and that makes the switch not move all the way (this still requires replacing the switch however because the extra stiction causes the wear on the linkage).
One of my friend's busted the linkage on a '92 van I had. Run still worked, but not START. We ended up adding a push-to-start button as a work around because it was a much quicker fix.
