There is two adjustments.
One for the cable and one for the brakes shoes. My opening for the shoes is awkward to get to as it is on the top of the small brake drum on transmission. cable adjustment is near the front of the transmission on a bracket.
I had my shop do both adjustments to get it to hold. They said main issue was a stretched cable.
