If the breaker isn't blowing, turn it on and wait a few minutes to see if the compressor comes on. If it does, your fan motor or start cap is bad. If nothing comes on you might have a bad relay, PTCR or start cap. If you are electrical take the shroud off, the sheet metal cover to the capacitors and take a look.
