Something's not computing here. So the calipers were submerged, if the seals were not leaking before submersion then there could not have been any water intrusion into the caliper itself. Sounds like what is needed is to remove the calipers and sent then to a good machine shop and have them gone thru and any surface rust removed, and the linkage cleaned too.
