As others have said - dash air is totally separate from overhead air unit. The dash air repair would require conversion - expensive at Ford dealer. A phone call to Ford dealer should give you better info. The overhead unit is likely cheaper fix - in many cases you just need to replace the upper portion of the air conditioner ... those sell for about $500? Replacement of the upper isn't very hard but will require you to be capable of heavy lifting .. you will also need to replace the gasket which is inexpensive.
I own a 91 and my dash air went out many yrs ago ... but I live in NW and rarely need dash air ... when I travel to warm areas I run the overhead air using the onboard generator.
