I'm not sure what to seal it with, but I wouldn't use silicone. It seems like everything I've ever used it on starts leaking within five years and then it's a pain to clean.
I had the tops of both my windshields resealed at a glass shop. The owner put a step ladder in the back of his pickup truck to reach the tops. I don't know what he used, but it's worked fine. Cost me $75.
