Somewhere around that time, Ford went to a "throttle-by-wire" system. That system has no servo and no control box. With "throttle-by-wire" all of the cruise control functions are controlled inside the PCM.
Also around that time, Ford started using a BCM (they call it a Smart Junction Box, SJB). The SJB could easily interrupt the signal from the steering wheel switches to the PCM to make it look like you have turned off the cruise control.
