The clock spring is how the wiring passes from the fixed steering column to the rotating steering wheel. Older models used a sliding contact. The wiring diagram in the link still calls it that on the 31-3 frame. It's just a coiled up ribbon cable in a plastic case, much like a "yo yo" style tape measure.
It only has three wires. The cruise buttons share one wire with the horn. The horn working is a good sign that the clock spring is ok. It's not absolute, as the cruise wire could be the only one of the three broken, but that isn't too likely.
(Other Ford applications used clock springs with many more wires. The F53 doesn't have airbag wires or lighted buttons, so the F53 version is pretty simple.)
