I'm gonna suggest replacing the brake light switch at the brake pedal. It's a bear to get to but is usually the culprit.
On my 2001 Bounder (F53) when cruise was active, if we hit a bump, the cruise would cut off but the brake lights would not activate. Tried putting a Bunjee cord on the pedal to hold it up, wasn't the issue.
Put in a new Brake light switch, no more problems.
